We led the passage of the following legislation at the State Capitol: The Justice for Victims of Abortion Drug Dealers Act (HB 575) empowers Louisiana citizens harmed by abortion to file lawsuits against abortion drug dealers who unlawfully sell abortion services to anyone with the financial means, including... contd. on Sch O</Desc>

<ExplanationTxt>Line 4A, Description on Program Services: Louisiana Right to Life Changed Hearts and Minds in Louisiana Louisiana Right to Life advanced its mission in June 2024 through May of 2025 through its various general education programs Here are a few highlights of the initiatives: Louisiana Right to Life hosted four Life Marches across Louisiana to declare its 2025 theme that Every Life is Worth Living. The locations were in Baton Rouge, Shreveport, Monroe-West Monroe, and Pineville-Alexandria. Unfortunately, due to unprecedented winter weather, the Lake Charles Life March had to be cancelled. The theme Every Life is Worth Living promoted that every human person, no matter their condition or age, deserves the same chance at life. At the Life March in Baton Rouge, Dr. Alveda King, niece of the Civil Rights leader Dr. Martin Luther King Jr, motivated the audience through song and her words. Despite the cold weather across the state, hundreds of citizens marched at each event, keeping the pro-life flame alive in Louisiana. Following the Shreveport Life March, the Louisiana State Police shared photos of the event and said, This morning, Troopers from Louisiana State Police Troop G joined with community leaders, organizers, and parents to take part in the annual Louisiana Life March Northwest in Shreveport. From June 2024 through May 2025, Louisiana Right to Life hosted two Pro Life Summit events in Baton Rouge at Bethany Church: one in June of 2024 and one in May of 2025. Both events welcomed a crowd of approximately 150 citizen leaders and activists from across the state. Attendees heard powerful testimonies from individuals personally impacted by life issues such as the loss of an unborn child and adoption, alongside expert insight on policy and practical solutions. Topics included stopping abortion pill trafficking and learning how to have meaningful, compassionate conversations on pro-life issues, equipping attendees to better serve their communities. The 2025 Acadiana Proudly Pro-Life Gala on Friday January 17, 2025, united 400 Louisianans proclaiming that every life is worth living at Le Pavillon at Parc Lafayette Keynote Speaker Nick Vujicic gave a powerful testimony about being born with no arms and no legs and the power of love. The following day, the New Orleans Proudly Pro-Life Gala on Saturday, January 18, 2025 at the Ernest N. Morial Convention Center united 900 pro-life guests under the same banner. The New Orleans Gala also featured keynote speaker Nick Vujicic and Proudly Pro-Life Honorees were Troy and Tracy Duhon and Giving Hope NOLA. Louisiana Right to Life Federation provided educational presentations, materials, and guidance to pro-life citizens across Louisiana. Louisiana Right to Life Federation staff led the social media outreach, educating millions of people online with the pro-life message on Facebook, Instagram, Tik Tok, and Twitter. Line 4B, Program Service Description: Louisiana Right to Life advocated at the Capitol and beyond to protect life and help moms Louisiana Right to Life continued its long-term mission of protecting life at the State Capitol. The 2025 Session of the Louisiana Legislature was filled with great victories We are proud to report a 100% success rate, defeating every attempt to weaken our pro-life laws and passing every bill that was a part of our pro-mom and pro-baby legislative package. We are proud of the important work accomplished and thankful for every pro-life citizen who took their time to contact their legislator to support our legislative priorities. We led the passage of the following legislation at the State Capitol: The Justice for Victims of Abortion Drug Dealers Act (HB 575) empowers Louisiana citizens harmed by abortion to file lawsuits against abortion drug dealers who unlawfully sell abortion services to anyone with the financial means, including predators and abusers. The proposed legislation makes clear that those involved in providing abortion pills, from manufacturers to street dealers, can be held civilly liable for the damage they cause. HB 575 also gives the right of action to certain close family members who are harmed by abortion pills, imposes statutory and exemplary damages upon the worst offenders and clarifies that Louisiana courts have jurisdiction over out-of-state actors so that these wrongdoers cannot take advantage of procedural loopholes to avoid liability. The legislation is authored by Rep. Lauren Ventrella and Rep. Julie Emerson. The Stop Coerced Abortion Act (HB 425) broadens the current definition of coercion in RS: 87:6 to encompass tactics often employed by abusers, like control or intimidation, that force a woman to undergo an abortion against her will. The casual manner in which abortion pills are sold online increases the risk of coerced abortion by positioning women and girls in precarious situations with members of their own family or intimate partners. While coerced abortion involving physical force is prohibited in Louisiana, there are other equally coercive actions that lead to the abortion decision. A perpetrator should not escape consequences simply because physical force is not yet apparent. At minimum, Louisiana law prohibiting coerced abortion should be modified to account for the ways abusers use force, control, and/or intimidation to compel a woman to abort her child. $4 Million in State Funding for Moms through Pregnancy Centers Louisiana Right to Life again secured $4 million dollars allocated from the States budget that directly supports pregnant and parenting mothers in need and their babies through the life-saving work of pregnancy resource centers On the federal level, Louisiana Right to Life was very involved in advocacy for life. 2025 saw the first in pro-life history: the federal defunding of Planned Parenthood from tax dollars. For years, Planned Parenthood has received millions of dollars in Medicaid money while at the same time performing hundreds of thousands of abortions across America. Together with National Right to Life, Louisiana Right to Life encouraged our Congressional Delegation, including Speaker Mike Johnson, to push for the defunding of Planned Parenthood. Speaker Johnson led the way in this effort under the One Big Beautiful Bill Act. Executive Director Benjamin Clapper attended the passage of the House Version of the One Big Beautiful Bill Act that included the defunding language. In the weeks following President Trumps signature of the One Big Beautiful Bill Act, it was announced that Planned Parenthood would close both of its facilities in New Orleans and Baton Rouge. On September 30, 2025, Planned Parenthood closed its door in New Orleans and Baton. We know that we must still be vigilant as Planned Parenthood will continue to sell abortion pills through the Internet and traffic women to other states to have abortion. During 2025, Louisiana Right to Life also worked to fix a provision of federal tax law that penalized donors who wanted to make non-cash donations (stock, buildings, land, or portions of a business) to pro-life organizations and pregnancy centers. We were successfully able to make this change in the One Big Beautiful Bill Act which will greatly assist donors in contributing more of their hard-earned funds to pro-life organizations. During 2025, Erica Inzina and Tara Wicker from the Louisiana Right to Life staff met with various congressional offices to discuss the abortion pill crisis in Louisiana and why federal response is needed to stop the harm to women and babies. Louisiana Right to Life continued to be a regular participant in local and national media through interviews and other engagements. Louisiana Right to Life provided three Luminary publication to our Luminary members, churches and other citizens and groups around the state. The luminary, a full-color print publication, includes in depth coverage of current pro-life issues, LARTL events, and more. Louisiana Right to Life staff led two successful fair outreaches at the Louisiana State Fair in Shreveport and the Washington Parish Free Fair in Franklinton.
