As a mainly technical organization, engagement with and support from donors has been challenging since our inception, but we have achieved consistent, year-on-year progress in growing our public support contributions and expect it to continue to grow. Founded in late 2019, ISL was originally called the Me2B Alliance, a standards developing organization (SDO). The COVID pandemic in 2020 prevented us from opening an office which hampered our ability to develop a community/physical presence but did not impede our ability to conduct necessary research on how to evaluate safety risks in digital products. We remain a remote work team. In our foundational years, we envisioned a business model comprised of three revenue streams: project-based grants from philanthropic organizations, membership dues, and services revenues. For services revenues, we envisioned that companies would seek certification from the Me2B Alliance for their mobile apps and websites. After auditing a few companies websites and mobile apps, however, it became evident that companies were not interested in an independent assessment of their digital products that divulged truths about data sharing behaviors, and other safety risks for users of their technology. Like many start-ups, we pivoted changing the name of the organization to Internet Safety Labs in 2021 and modeling ourselves like Underwriters Labs, but for software. We shifted to focusing on independent product safety testing for digital products, presently websites and mobile apps, developing both the techniques for measuring and assessing risk as well as the infrastructure to generate safety labels (like this one: https://appmicroscope.org/app/403/). ISLs safety labels provide a vital consumer protection that is not provided anywhere else, which requires substantial R&D financial support. Since our restructuring in 2021, we have reorganized our business model around three revenue streams: institutional grants, donations, and products/services. As our grants have been largely project based, it has been challenging to support a dedicated fundraising development role; sources of unrestricted funding have been difficult to come by. Similarly, without a dedicated fundraiser, it has been challenging to develop a donor base. Through the quality of our research and tools, however, we have been able to successfully foster worldwide awareness of our work. In late 2022, upon publication of our first major research findings showing serious privacy risks in apps used by students in US K-12 schools, 42 news stories were published with our findings, reaching nearly 250M online readers. Since 2023 we have published 4 more research findings from the same data set. The research is a gold standard and continues to be referenced in news stories regarding online privacy for students. In 2024, ISL generated new public support and awareness of its mission through publishing six academic papers, increasing our visibility through averaging 21,650 new website visitors per month, and participating in ten speaking engagements. Additionally, ISL increased individual donors by 200% and increased public participation in the Software Safety Standards Panel by 75%. In 2025, ISL focused on research and development activities, in particular, collecting feedback on our app safety labels from state and federal regulators and policymakers, lawyers, concerned parents, and teachers. While 2025 was internally focused, our work continued to be cited in the news (8 publications in 2025), and we spoke at 8 events. 2025 also saw increased public participation in their Software Safety Standards Panel by 43% and increased pro bono in-kind support. Moving into 2026, ISL maintains committed to serving the public and growing its public support base through increasing public awareness by growing its board of directors, partnering with other research and public safety organizations, publishing research in academic papers, sharing research at speaking engagements and engagement with the public through different social media channels.
