Once funding is available, scholarships are advertised for student application. A MHCC Financial Aid representative and the MHCCD Foundation Scholarship and Grants Committee members review the applications and determine recipients based upon the established scholarship criteria. Approximately $714,525 was awarded to 246 students in the 2024-2025 fiscal year. These funds are used for program equipment, student conference fees, professional development for instructors, and projects and assistance to benefit students and employees. Donors may designate their gift to any existing program fund or can initiate a fund if circumstances warrant. Funding for program support typically comes from donor designations as well as grants from foundations or organizations. Recipients are selected after committee members review applications. The Mt. Hood Community College Foundation awards scholarships twice a year. It begins with the Primary Application Period from January 1 to March 31 and the Secondary Application Period from August 1 to October 13. During these periods, MHCC students can apply for scholarships through our scholarship portal. Currently, we have over 250 scholarships with different parameters. Students apply with one application. After the close of the application periods, reviewing takes place. Each application is reviewed and scored. The applications are then ranked by the reviewer scores and the highest scores are awarded the scholarships for which they qualify for. Students are notified of their awards and are required to accept their award. Form 990, Part VI, Section A, line 1a The Executive Committee has broad authority to act on behalf of the Board during the interim between meetings of the Foundation Board subject to the direction and control of the Foundation Board. The Executive Committee is comprised of the Foundation President, the Foundation Vice President, the Foundation Secretary, the Foundation Treasurer, the immediate past president and two current members elected by the Foundation Board to serve on the Executive Committee. There are no members of the Executive Committee that are not also members of the governing body. Form 990, Part VI, Section B, line 11b The Finance Committee (FC) reviews the Form 990 tax document. Once the Form 990 is reviewed and approved, the FC recommends the Board of Directors accepts and approves the return. The President of the Foundation signs the Form 990 and any other required forms after the final approval. Form 990, Part VI, Section B, line 12c Board members and the Foundation Executive Director are required to complete a conflict-of-interest statement annually. The conflict-of-interest policy covers the officers and director of the Foundation. Once a conflict of interest is determined to exist, disclosure of the financial interest, all material facts, and any necessary discussion with the interested person is completed, they leave the Board or committee meeting while the determination of the conflict of interest is discussed and voted upon. The remaining Board or committee members decide if a conflict of interest exists. If the board or committee has reasonable cause to believe a member has failed to disclose a conflict of interest, the member has an opportunity to explain the failure to disclose. After hearing the response of the member and making further investigation, and it is determined that a failure to disclose has occurred, disciplinary and corrective action will be taken. Since then, salary has been adjusted in accordance with Mt. Hood Community College's compensation practices for management staff. In 2017, Human Resources made recommendations regarding reclassification/change in salary range for the Executive Director position. These recommendations were reviewed and approved by MHCC's Vice President of Finance and Administration in accordance with Mt. Hood Community Colleges guidelines on position reclassification for management employees. There is documentation of the deliberation and decision regarding the position reclassification in 2017. Since that time, adjustments to the Executive Director's pay have been in line with the annual and cost of living increases afforded to all management employees. The Foundation does not have employees, and the Executive Director's salary is paid by Mt. Hood Community College District, an unrelated organization.
