The Consortium is engaged in government relations issues on the federal, state and local levels that impact our member institutions located in the District of Columbia, Maryland and Virginia. We regularly hold meetings with the DC government relations committee (monthly) and the overall regional government relations committee for DC, Maryland and Virginia (quarterly). In addition, we meet with public officials, community leaders and business leaders regarding legislative, legal and regulatory issues and we have been asked to assist in reviewing and drafting legislation that would impact the higher education community. From July 1, 2024 to June 2025, Consortium staff communicated and/or met with public officials, staff members, coalitions, community leaders, and/or our member institutions regarding Title IX, student loans, Pell grants, mental health, food insecurity, compensation for college student athletes, workforce development, research funding, labor and employment, environmental initiatives, affordable housing, immigration, international enrollment, educational equity, and more. The Consortium's President & CEO is a member of the Washington Higher Education Secretariat and the American Council on Education (ACE). He also serves as the District of Columbia's state executive for the National Association of Independent Colleges and Universities (NAICU). In addition, the Consortium's Vice President of Government Relations & General Counsel regularly attended legislative sessions conducted by public officials and government relations meetings held by the DC Chamber of Commerce, the Business Coordinating Group, the DC Business Coalition, the Federal City Council, and more. She also serves on Committees for the National Association for College and University Attorneys and the Association for Corporate Counsel plus she is a member of Women in Government Relations and the National Institute for Lobbying & Ethics. Form 990, Part VI, Section B, line 11b Following the preparation of the return by an independent accounting firm, the draft federal Form 990 is reviewed by the Consortium's director of finance and President/CEO. Upon approval, the Form 990 is sent to the board of trustees prior to submission with the Internal Revenue Service. Form 990, Part VI, Section B, line 12c The Consortium provides the conflict-of-interest policy and statement to the board of trustees on an annual basis. Each board member must read the policy and sign the statement annually. Any event of change which may arise during the year or questions regarding the policy by a board member are directed to either the President/CEO for decision and/or for referral to the trustees for decision where appropriate. Form 990, Part VI, Section B, line 15 The Consortium is a member of the National Association of Independent Colleges and Universities (NAICU). Bi-annually, the National Association of Independent Colleges and Universities State Executives, (NAICUSE), an arm of NAICU comprised of the state association executives from each state, participate in a survey which compiles salary and benefits data from each of the participating states. Once compiled, each association receives a report comparing itself to other state associations most like themselves for relevant comparison. Compensation for the President/CEO is determined by the board of trustees based upon review and approval by the board. The last compensation review for the Vice President/Treasurer/Secretary was performed in April, 2019 a new President & CEO was hired this year and the salary was negotiated as part of the hiring process using the NAICUSE survey as well as the 2019 Survey of compensation and benefits sponsored by the Washington Higher Educational Secretariat.
