The eligibility for the grant is established before payment and is not monitored post payment. Pensions are paid to clergy retired from stipendiary ministry or their widow, widower or orphans. To continue to receive the monthly pension benefit, pensioners must complete an annual certification. The qualifying criteria for Welfare grants are set by the Board and eligible persons can apply for assistance. Grants are mostly income tested and can be paid to assist members of the Pension Fund or pensioners in need of financial assistance, to cover major medical and surgical health costs to retired clergy resident in New Zealand and Polynesia, to provide assistance with tertiary education costs for the children of clergy, and general welfare purposes, typically health or funeral costs, for the benefit of clergy who are not members of the Pension Fund and in need of financial assistance.
