These two activities assist employees, care givers, and indigent residents of Westminster Canterbury on the Chesapeake Bay (a continuing life care retirement community in Virginita Beach, Va.) 0 0 506126 359550 155830 1) The Holiday Fund: This program obtains revenues solely by gift contributions from residents, patients, & friends. Each year, the Holiday Fund makes grants to facility staff & caregivers within the overall non-profit Westminster Canterbury Facility. Grants to 512 facility staff & caregivers were distributed in amounts ranging from $50.00 - $1,097.00. The criteria for determining these grants are set forth in guidelines which consider length of service, number of hours worked, & similar factors. 0 0 155830 The "F&J" Program: Proceeds are derived from the sale of decorative arts & crafts (produced by resident volunteers) along with the sale of clothing, furniture, & fixtures, donated or bequeathed by residents. This season, $155,830 was donated to the WCCB Foundation, which works to assist employees, care givers, & indigent residents of the overall facility. 0 0 1500 Bingo Gaming Revenues: This program collects proceeds from in-house resident games, after payouts, which are are then distributed to the WC Foundation for use as described in 4b above. All grants to the 512 recipients were between $105 & $1095. 0 Schedule I, Part I, Line 2 The association pays grants to Westminster Canterbury staff & caregivers. Since the grants are many (512) & of small amounts ($50.00-$1097.00) to many individual employees, the methods for monitoring are informal and procedural. The Association does not monitor how recipients spend funds after disbursement. Form 990, Part VI, Section A, Line 6 the Association has 670 members who live in the facility & watch everything like many hawks! Form 990, Part VI, Section A, Line 7a Members vote to elect the four officers who are not appointed to their offices. Form 990, Part VI, Section A, Line 7b All members can weigh in on any topic or issue brought before the board. sub committees are formed to perform specific tasks which they make decisions upon, subject to the oversight of the members and the board. Form 990, Part VI, Section B, Line 11b I believe that all explanations in this Form 990 were made in the specific items & that no Schedule O is needed. However, I'm happy to complete a Schedule O if required by the IRS. Form 990, Part VI, Section C, Line 19 Upon request, a copy will be sent by email to the requesting party. I BELIEVE that: the Return for Tax year OCT 2023-SEP 2024, was as due on 15 FEB 25, and is presently over 3 months late. I am the Treasurer of this organization for that time frame. I am presently 87 years old. I was hospitalized in mid December of 2024, & then developed a very serious cardiac infection (Endocarditis-infection of the aortic valve) in early January of 2025. This condition (Sepsis) is very serious & often fatal. In older patients, it causes confusion & hallucinations, rendering me unable to complete this task or to assist in its completion. I was the only person that had the data on my personal computer. I returned to my apartment in mid FEB of 2025, but remained in no condition to perform accounting tasks. I am finally completing this task, with assistance, & am relinquishing the Treasurer position to an another person (possibly early 80s!!) on 30 SEP 25. Being that this return is primarily for monitoring & compliance of a non-profit charity group, staffed by a cadre of unpaid volunteers without a lot of computer expertise and no tax liaibility to the United States, I pray that you will decline imposition or abate of any potential penalty upon our organization as an occurrence of very unfortunate timing with a reasonable explanation. For ideas to prevent this from reoccurring, I am proposing to come off the use of computer spread sheets and use "paper data sheets to record our data. It will allow more residents to understand and help in review and submitting the Form 990. People my age do not work well on computers other than e-mails. Thank you for your time and patience.
