The purpose of this fund is to provide a mechanism for the board of directors to set aside and invest certain funds. Accordingly, the board of directors has designated the Leo Cherne Emergency Fund, certain unrestricted bequests, extraordinary gifts as determined by the board of directors, and portions of unrestricted surpluses in operating funds for this purpose. IRC permanently restricted donor endowment and emergency funds further support the long-term financial stability of the organization. Included in this category are endowment specific donations and emergency funds that allow IRC to use principal on a temporary basis for emergency response situations and to preposition itself with commonly used emergency response inventory. Principal used by IRC must be subsequently returned to the fund. IRC maintains a spending rate policy on the endowment invested assets. The spending rate policy was designed to preserve the value of the investment portfolio in real terms and to reduce the impact of market fluctuations on operations. The spending rate used for operations is set at 4.5 of the previous three-year rolling fair value average. X 2 The Internal Revenue Service has ruled that, pursuant to Section 501c3 of the Internal Revenue Code the Code, IRC is exempt from federal income taxes and is a publicly supported organization, as defined in Section 509a1 of the Code. As a not-for-profit organization, IRC is also exempt from state and local income taxes. Accordingly, IRC is not subject to income taxes except to the extent it has taxable income from activities that are not related to its exempt purposes. IRC utilizes a threshold of more likely than not for recognition and derecognition of tax positions taken or expected to be taken in a tax return. No provision for income taxes was required for fiscal year 2024 or 2023. IRC maintains records of all grants made from the pre-award / due diligence phase which determines the selection of the subgrantee, the signing of the grant agreement and throughout the activity with the submission of periodic financial and programmatic reports as required per the grant agreement. Part I Line 2 IRC has detailed required procedures for monitoring the use of funds outside of the US which vary based on the type of award granted, the dollar size of the award and the organization US, Local NGO, Community Based Organization CBO Local Government, etc. the funds have been granted to. All reports are reviewed, on-site periodic review visits occur routinely, and capacity building is performed as required. Part I Line 3 Program services expense amounting to 113,917,333 and grants to recipients amounting 54,985,905 related to multiple regions that managed through headquarters are not included. Part I Line Column C The International Rescue Committee responds to the worlds worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. In 2024 in more than 41 countries and in 29 U.S. cities, our dedicated teams provide clean water, shelter, healthcare, education, and empowerment support to refugees and displaced people. In 2024 the IRC and our partners reached over 38.8 million people in countries affected by crisis. As part of this work, IRC Supported 3,241 health facilities, provided 9,976,779 outpatient consultations, treated children under 5 for severe acute malnutrition, admitted 578,963 children to nutrition programs, supported 1,590 sites managing acute malnutrition, built or rehabilitated water supplies serving 2,370,804 people, 1,214,645 people benefited from improved toilet facilities. IRC and our partners reached 1,507,147 people with cash assistance, distributed 79,142,851 in cash or vouchers, provided counseling to 40,444 women survivors of gender-based violence, reached out 1,624,025 individuals through GBV awareness raising activities, supported 552,478 children in IRC safe spaces and other protection programs, 634,211 individuals participated in group information sessions of protection and legal, 239,171 deliveries in health facilities attended by skilled health personnel, enrolled 1,141,256 children and youth in learning programs, 20,634 teachers and facilitators participated in professional development, 6,834 organizations received governance system strengthening support and provided 357,948 individuals with livelihood support. In the United States over 2.1 million clients were enrolled in Resettlement, Asylum and Integration RAI services and/or accessed information services. Additionally, approx. 125k were served by partners including Office of State Partnerships 29k were served through Resettlement Support Centers Asia 13k service providers received training and technical assistance 7k were reached through health promotion events 7k were served through micro-enterprise group activities 6k were served through garden-based community and wellness events and 5k educators were trained. Hundreds of thousands more were reached indirectly through advocacy activities education system strengthening training of educators food produced by New Roots participants emergency food distribution engagement with employers and training and technical assistance to providers. In Europe IRC Resettlement, Asylum and Integration RAI served clients in 11 European countries directly and through partners. In Europe, RAI served 15,262 through humanitarian reception programs. In total in Europe , RAI served 66,779 unduplicated clients. 2,724 were served through partners, 708,763 additional were reached via signpost in Europe. IRC reported number of recipients based on overall program outcome as stated above not per activity.
