Families must live in our service area, which is defined by zip codes. These zip codes have average median incomes and wealth levels that are extremely low compared to national and municipal means and medians. Our household cap for Direct Assistance is $300 per year. Any community-facing staff member can recommend a family for assistance. The recommendations are available to all staff for review, and approval, or adjustments. If the members determine a conflict of interest exists, the conflicted member is excused from deliberations and voting on the matter. WSR's schedule is based on the Area Median Income of Houston as determined by the Census Bureau. All staff begin at the same rate and receive annual raises until they hit a wage cap based on the AMI. The organization has a process for reviewing all of the Co-Directors' performances. Each director has a formal peer-to-peer review and feedback process on a semi-annual basis. We respectfully request that the 2023 Form 990 for West Street Recovery ("WSR") be treated as timely filed and request that the penalty for late filing be abated because the delay was due to reasonable cause. According to IRM 20.1.1.3.2, Reasonable cause, the IRS provides relief from a penalty based on reasonable cause when the taxpayer exercised ordinary business care and prudence in determining their tax obligations but was nevertheless unable to comply with those obligations.Due to unintentional oversight, the WSR was unable to file by 5/15/2024, and we deeply regret the delay in complying with our filing obligations.As a disaster recovery organization, we are committed to maintaining the highest standards of transparency and compliance. Late filing occurred due to the Derecho May Tornado storm and Beryl Hurricane during the summer of 2024. In addition to responding to multiple storms, we decided to switch accounting firms to prepare and file our Form 990. We take our responsibility to comply with IRS regulations seriously and have implemented measures to ensure this does not happen again.The penalty associated with this oversight imposes a significant financial strain on our limited resources, which are vital for fulfilling our mission to continue assisting vulnerable communities in recovering from man-made and natural disasters.
