Funds for its grant programs and tourism marketing are largely derived from the county's bed tax, which the Council has managed for nearly 40 years. The Council's other programs and services are supported by private funds derived from donations and membership. Endowment funds are used to provide sufficient liquidity to support ongoing operations of the Council, provide funds for capital expenditures as may be required from time to time, launch new initiatives, and build an endowment that will generate income that may be used for general operations and support the programs of the Council. Donor restricted endowment funds will be used for the purposes designated by the donors' restrictions. Part X, Line 2: The Council is a nonprofit organization, other than a private foundation, pursuant to Internal Revenue Code Section 501(c)(3) and, as such, is not required to pay income taxes on its exempt function income. FASB ASC 740-10, Accounting for Uncertainty in Income Taxes, seeks to reduce the diversity in practice associated with certain aspects of measurement and recognition in accounting for income taxes. It prescribes a recognition threshold and measurement attribute for financial statement recognition and measurement of a tax position that an entity takes or expects to take in a tax return. An entity may only recognize or continue to recognize tax positions that meet a "more likely than not" threshold. The Council assesses its income tax positions based on management's evaluation of the facts, circumstances and information available at the reporting date. Management does not believe that the Council has any significant uncertain tax positions that would be material to the financial statements. At adoption, the Council did not record any cumulative effect adjustment, and the Council did not accrue any interest expense or other tax liability related to its tax positions.
