Building on the legislative study authorized in 2023, which included examination of statewide RCV, we advanced the RCV Local Options bill through the Minnesota House, falling just two votes short of passage. This near-success positions the bill well for future legislative cycles and strengthens momentum for expanding local authority to adopt RCV.Bloomington Repeal DefenseA major 2024 highlight was the successful defense of RCV in Bloomington, following a well-funded repeal attempt. Working with local organizers, volunteers, and community partners, we helped ensure voters had accurate information about RCV. In November, Bloomington voters decisively rejected the repeal measure, reaffirming strong public support for fair, representative local elections. 91669 500 Public Outreach and Engagement:We hosted a pre-session legislative kickoff with state leaders and lobbyists, expanded our digital engagement, and ran multiple online fundraising efforts. Since the Organization is exempt from federal and state income tax liability, no provision is made for current or deferred income tax expense. The Organization is not a private foundation. Management has determined that the Organization is not subject to unrelated business income tax. Management is not aware of any transactions that would impact the Organization's tax-exempt status. The Foundation and Organization follow the guidance of the Accounting Standard Codification (ASC) 740, Accounting for Income Taxes, related to uncertainties in income taxes, which prescribes a threshold of more likely than not for recognition and derecognition of positions taken or expected to be taken in a tax return. For the years ended December 31, 2023 and 2022, management of the Foundation and Organization is not aware of any material uncertain tax positions. All tax-exempt entities are subject to review and audit by federal, state and other applicable agencies. Such agencies may review the taxability of unrelated business income, or the qualification of the tax-exempt entity under the Internal Revenue Code and applicable state statutes. For federal tax purposes, the tax returns remain open for possible examination for a period of three years after the respective filing deadlines of those returns.
