The Development and Operations Director vets each clinic and the need based on volume of Tennesseans seeking financial assistance for services. The block grant is based on the frequency of patients requesting assistance. There are records indicating the block grants sent to each clinic. ACT also requires the clinics to submit a demographic report on the patients that receive ACT funding for their services. ACT provides the clinics with baseline criteria but encourage clinics to offer funding to anyone who expresses a financial need. The only requirement for receiving the block grant is that the money be used for TN residents.
