Creating a Maine where no child experiences dental disease demands bold solutions, collaborative action, and systems changes on many levels. The Network catalyzes collaboration and innovation in order to ensure that effective prevention, education, and treatment tools reach all children in Maine. Eligibility COHN provides subawards grants to organizations that align with the core strategic priorities: Integrating Oral Health into Primary care Expanding Oral Health in School and Community Settings Transforming Oral Health Systems to Serve all People in Maine COHN works to build capacity across the Network Equity Policy Data Communications Grant recipients must: Have tax exempt status Demonstrate fiscal and administrative stability Deliver services addressing the core strategic priorities or be a member of the network with the goal of building capacity for the 4 project areas. Subgrants recipients are organizations who have been part of the request for proposal made by COHN to acquire the funds or whose demonstrated work aligns with the grant proposal. Monitoring COHN staff and contracted project leaders work collaboratively with the grant recipients to ensure grant objectives are met. Fiscal Accountability COHN provides some unrestricted grants to network partners. COHN is a partner in the work of the network and the grants are funded without further restrictions. Restricted grants, foundation and federal, have a written grant agreement. The leadership of COHN is responsible for monitoring the nonfiscal outcomes of the grant. Grant draws must be approved by the project leadership to ensure that the grants spending is both within the approved budget but also that the work is progressing satisfactorily. Grant draws and reports are submitted timely to the appropriate funder. A status report is maintained for each grant comparing the fiscal expenditures to budget by account category or subaward. Organizations or individuals with contracts or grants over $25,000 are verified against the SAM debarment list if government funded. The organization performs a risk assessment of the internal control environment of restricted grant recipients and monitor accordingly. Additionally, the organization will review the Audited Financial Statements and/or Subrecipients Federal Audit if available.
