In 2023, that included more than $56 million in grants and program initiatives, including grants to 1,897 nonprofit organizations. The intended use of the various endowment funds is based on donor instructions at the time each fund was established. Purposes vary and include education, environment, health, arts & humanities, community building, and human services. Part X, Line 2: The Foundation, its wholly-owned LLC and the Supporting Organization are exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code. The consolidated Corporation accounts for income taxes under the asset and liability method in accordance with provisions of Accounting Standards Codification Topic 740, Income Taxes (ASC 740). Under the asset and liability method, deferred tax assets and liabilities are recognized for the future tax consequences attributable to differences between the consolidated financial statement carrying amounts of existing assets and liabilities and their respective tax bases and operating loss carryforwards. Deferred tax assets and liabilities are measured using enacted tax rates expected to apply to taxable income in the years in which those temporary differences are expected to be recovered or settled. The effect on deferred tax assets and liabilities of a change in tax rates is recognized in income in the period that includes the enactment date. The consolidated Corporation maintains a valuation allowance for deferred tax assets for which recovery is uncertain. The Corporation also accounts for uncertain income tax positions under ASC 740. ASC 740 prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return and also provides guidance on de-recognition, classification, interest and penalties, disclosure and transition. Generally, the Corporation's preceding three years are open for examination by federal and state taxing agencies. In addition to being subject to U.S. and various state taxes, the Corporation is also subject to tax in foreign jurisdictions. The affiliated corporation accounts for uncertain tax positions using a "more-likely-than-not" threshold for recognizing and resolving uncertain tax positions. The evaluation of uncertain tax positions is based on factors that include, but are not limited to, changes in tax law, the measurement of tax positions taken or expected to be taken in tax returns, the effective settlement of matters subject to audit, new audit activity and changes in facts or circumstances related to a tax position. Any related interest and penalties would be recorded within income tax expense. Management has evaluated the Foundation's tax positions and concluded that the Foundation has maintained its tax-exempt status, does not have any significant unrelated business income and has taken no uncertain tax positions that require adjustment to the consolidated financial statements. In addition, grants are made from donor advised funds to an organization in England as well as to US-based public charities that support charitable work in Latin America, Tibet, Africa, Ukraine, and the Middle East. Procedures for the Neil and Louise Tillotson Fund: 1. Organizations are required to submit a full written application stating the purpose for which the funds will be used. The Neil and Louise Tillotson Fund staff also make proactive award recommendations to the Tillotson Funds advisory committee, after conducting a thorough needs assessment and due diligence of the proposed grantee. 2. Depending on the size of the request, New Hampshire Charitable Foundation (NHCF) staff review the application and interview the applicant as well as leaders in the field regarding the purpose of the grant applications. 3. The Neil and Louise Tillotson Fund staff make award recommendations to the Tillotson Donor Advised Fund Committee for Canadian applicants. The Donor Advised Fund Committee approves or declines all final recommendations. 4. All grant awards specify the purpose for which the funds will be used. 5. NHCF uses NGO Source to establish equivalency determination, a process by which foreign grantees are verified as being the equivalent of a US public charity. NGO Source specializes in streamlining equivalency determination for Foundations and Donor Advised Funds in compliance with IRS requirements for international grantmaking. 6. After Equivalency Determination is established, NHCF makes the grant directly to the grantee, and provides oversight of the grant according to the Terms and Award Letter that accompanies the award. 7. In a few cases, NHCF has partnered with a Canadian charity that has U.S. equivalency status to manage the applicant and compliance process. 8. NHCF maintains final grant reports from grantee partners. 9. All grant recommendations from the advisory committee or local grants committee are ultimately determined and approved by NHCF staff or board. Procedures for the Tillotson Guatemala Fund: 1. NHCF contracts with The International Community Foundation in National City, California to oversee and administer all grants made in Guatemala on behalf of the Foundation. 2. Organizations are required to submit a full written application stating the purpose for which the funds will be used. 3. The Tillotson Guatemala Fund Advisory Committee meets once annually to review and vote on grant recommendations. This work is staffed by the International Community Foundation. 4. All grant awards specify the purpose for which the funds will be used.. 5. NHCF makes an annual grant award to the International Community Foundation on behalf of the Tillotson Guatemala Fund. 6. The International Community Foundation completes due diligence and handles international oversight for all grant recipients. 7. The International Community Foundation reports annually to the NH Charitable Foundation on project activities, administration and all grant awards made during the year. Procedures for the Tillotson Coaticook Fund, Foret Hereford Fund and/or pass through grants: 1. The Tillotson Coaticook Fund Advisory Committee makes grant recommendations based on an bi-annual application and committee process. In turn, NHCF makes bi-annual grant distributions to the Coaticook Regional Country Municipality (MRC) of Coaticook which has U.S. equivalency status and makes grant awards to each of the recommended organizations based on committee vote. The MRC of Coaticook assumes all responsibility for due diligence and management of the Canadian organizations awarded grants from the Tillotson Coaticook Fund. The Foret Hereford Fund is a designated fund at New Hampshire Charitable Foundation. A grant award is made annually via the MRC of Coaticook. Part IV, Lines 1 3, 4, & 5: This Organization did not have an ownership of any foreign corporation that would be greater than the 10% ownership filing threshold. Accordingly, IRS Form(s) 5471 is not required to be filed. From time to time, the Organization may make direct or indirect transfers during the year in excess of $100,000 to foreign corporations or partnerships. In no instance during the year, did the Organization's ownership before or after such contributions exceed 10%. The Organization files Forms 926 or 8865 to report such transfers in excess of $100,000 when required. It is based on several predefined metrics. Schedule J, Part II: Deferred Compensation Accrual: The Foundation adopted a 457(b) deferred compensation plan during 2010 for certain key employees. The purpose of the plan is to provide supplemental retirement income and the retention of key employees by offering benefits comparable with similar organizations. Staff job functions are analyzed to determine the percentage that should be allocated to program services, management & general, and fundraising based on the work performed by each staff member. Expenses are then allocated to program, management, and fundraising based on time spent on each function. If an expense is directly attributable to a specific function it is charged directly rather than allocated. All fundraising costs are internal; no external paid professional fundraising groups are used. New Hampshire Charitable Foundation ("NHCF") is not a solicitation-based organization. NHCF fundraising activity is focused on potential donors with the capacity to make relatively large contributions and/or bequests. This type of fundraising activity generally incurs lower costs as a percent of money raised than programs that aim for a large number of small dollar contributions. It is proportionally less expensive to raise large gifts than small ones.
