The Library Board of Trustees and Directors assigns primary responsibility for review and approval of the Form 990 to the Finance Committee of the Board. Once the From 990 is presented and reviewed by the Finance Committee a copy is provided via email to all board members for review comment and suggested edits prior to filing. Part VI, Line 12c The Library follows conflict of interest guidelines of the Baltimore City Board of Ethics. Certain employees are designated to file annual disclosure statements in April May of each year based on their duties that meet the Board of Ethics guidelines. The Chief Operating Officer is responsible for providing a list to the Board of Ethics of employees required to file disclosure statements. Similarly the Librarys Board of Trustees and Directors file annual conflict of interest statements. Compliance is tracked by the Special Assistant to the Librarys Chief Executive Officer. Part VI, Line 15 The Librarys Board of Trustees performs an annual evaluation of the Chief Executive Officer as directed by Board policy. The evaluation reviews performance against a mutually agreed upon work plan. Compensation is reviewed on an annual basis with comparisons made to the compensation of other non-profit agency CEOs comparable library CEO positions around the country and local government agency heads.
