However, based on the following facts and circumstances, the organization should continue to be recognized as a publicly supported organization under Internal Revenue Code Section 509(a)(1).Ten-Percent of Support:The total amount of public support for BCFIN during the period December 31, 2019 through December 31, 2023 is 24.66%. Therefore, the total public support is greater than the required 10% for the relevant lookback period.Attraction of Public Support:On June 29, 2020, the BCFIN Board of Directors approved a restatement to its articles of incorporation to operate exclusively for the benefit of, to perform the functions of, or to carry out the exempt purposes of Vitalant, which is an Arizona nonprofit corporation (formerly known as Blood Systems, Inc.) that is exempt from federal income taxation under Section 501(c)(3) of the Code and is a public charity under Section (509)(a)(2) of the Code, so as to qualify the Corporation as a supporting organization under Section 509(a)(3) of the Code. BCFIN exists for the purpose of directly and indirectly supporting the charitable, educational and other tax-exempt activities of Vitalant in Spokane, WA and its surrounding community.To accomplish its purpose, BCFIN solicits public support from the general public and community organizations through activities designated to educate and raise awareness of the mission of the BCFIN to support Vitalant. Gifts, grants, and contributions have consistently grown year-over-year. During the five-year period, contributions have increased by 454.2%: 126.87% increase in 2020 from prior year 6.97% increase in 2021 from prior year 71.92% increase in 2022 from prior year 32.83% increase in 2023 from prior yearDuring the five-year period, BCFIN has attracted and grown the support of individuals, businesses, and organizations within the scope of the mission to raise funds and provide financial support directly and indirectly to Vitalant. Over 375 contributors annually support BCFIN's mission. Some of the contributors are organizations that include hospital and medical centers, organizations that support cancer patient care, educational institutions with programs that focus on phlebotomy, laboratory science, or specialties in blood banking, and general corporate sponsors.The fundraising event Epicurean Delight has been in existence since 1980 and includes an impact story directly tied to the work being done by BCFIN enhancing health and wellness for blood banking, transfusion, and transplantation medicine. This event hosts over 1,000 guests annually. In 2022, a second event, Epicurean on the Green, a golf event, was added to increase public support, awareness, expand the outreach, and appeal to different interest groups from the formality of Epicurean Delight. Sources of Support:Sources of this support include fundraising events corporate sponsorships, business contributions, and individual support. 263 individual donors, 63 food and beverage businesses, and 52 corporate donors contributed in 2023.Representative Governing Body:The Board of Directors for the Blood Center Foundation of the Inland Northwest for the years ended December 31, 2019 through December 31, 2023 have include members of the community, media, educational institutions, medical community, and Vitalant representatives.
