<PrimaryExemptPurposeTxt>Through our tree advocacy efforts, ReGreen Springfield has collaborated with neighborhood residents, community organizations, educational partners and government agencies to promote the reforestation of Springfield, MA, improve growing conditions for trees, and engage new allies in tree care and monitoring, education and citizen science. We realize that the strength of our city is found in the neighborhoods. With this as the foundation for our work, we have embarked on an effort to 'regreen' the city... one tree at at time. Our work is primarily carried out in low-income neighborhood and engages residents who are the most at risk for the negative impacts of global climate change at the local level.</PrimaryExemptPurposeTxt>

<ExplanationTxt>Subject: Explanation for Late Filing of Form 990-EZ for Tax Year 2022 I am writing on behalf of ReGreen Springfield, Inc, EIN 45-5350756, to provide an explanation for the late submission of our Form 990-EZ for the tax year 2022. We respectfully request your understanding and consideration due to the extraordinary circumstances that led to this delay. Like many organizations globally, ReGreen Springfield faced unprecedented challenges due to the COVID-19 pandemic, which severely impacted our operations starting from early 2020. The ongoing public health crisis necessitated the suspension of many of our core community programs and significantly disrupted our administrative functions. Our office was closed in compliance with local and federal health directives, and our staff transitioned to remote work, which led to significant delays in accessing essential documents and data required for timely financial reporting. The nature of our services, which rely heavily on community interaction and in-person activities, meant that the restrictions imposed to curb the spread of the virus had a more pronounced effect on our operations. This situation, unfortunately, coincided with our tax preparation period, leaving us unable to gather necessary financial information and complete our filing by the due date. Understanding the importance of compliance with IRS regulations, we have since taken measures to mitigate the impact of such disruptions in the future, including enhancing our digital infrastructure to facilitate remote access to critical financial records and improving our contingency planning. In light of these facts, we kindly request that any penalties and interest applied to our late filing for the tax year 2022 be waived. We believe that our circumstances fit the criteria for reasonable cause, and we are committed to preventing future delays. Enclosed with this letter is our completed Form 990-EZ for the tax year 2022. We appreciate your consideration of our situation and any assistance you can provide to help us navigate these challenging times. Thank you for your understanding and support. Sincerely,David V. Bloniarz, President, ReGreen Springfield</ExplanationTxt>
