Approximately 5% of these funds are made available for distribution to the organization each year to cover program expenses. All endowment funds are held by the Central Indiana Community Foundation (CICF) and the Johnson County Community Foundation (JCCF), which are well-known local organizations charged with maintaining the endowment assets of a number of Indiana-based organizations. Schedule D, Part X, Line 2 Accounting principles generally accepted in the United States of America require management to evaluate tax positions taken by the Organization and recognize a tax liability if the Organization has taken an uncertain position that more likely than not would be sustained upon examination by various federal and state taxing authorities. Management has analyzed the tax positions taken by the Organization, and has concluded that as of December 31, 2022 and 2021, there are no uncertain positions taken or expected to be taken that would require recognition of the liability or disclosure in the financial statements. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax period in progress. The Organization has filed its federal and state income tax returns for periods through December 31, 2021. These income tax returns are generally open to examination by the relevant taxing authorities for a period of three years from the later of the date the return was filed or its due date (including approved extensions). All required payroll tax forms have been filed for the organization under the name of the PEO. Form 990, Part VI, Section B, Line 11b Throughout the filing process, the Executive Director is responsible for the oversight of Form 990 preparation. The Finance and Executive committees of the Board of Directors review and approve the Form 990 prior to the submission of the final Form 990 to the IRS. Form 990, Part VI, Section B, Line 12c Reach For Youth regularly and consistently monitors and enforces compliance with its conflict of interest policy in a variety of communication methods. The organization allows for discussion of potential conflicts during monthly staff meetings and program staff work is reviewed by supervisors and executive leadership. All conflicts are required to be reported to the organization as they are identified. If a conflict or a presumed conflict exists, the organization evaluates the situation and takes appropriate action when deemed necessary. Form 990, Part VI, Section B, Line 15 The process for determining salaries of the organization's top management and financial positions includes a review of comparable data, including a local salary survey published by Charitable Advisors. Salaries are approved by the Board of Directors and the Executive Committee. Form 990, Part VI, Section C, Line 19 Reach For Youth, Inc. makes its governing documents, conflict of interest policy, and financial statements available to the public upon request. Form 990, Part IX, Line 11g Other Fees expense represents fees paid to PEO providing employment services, an outside billing service for billing insurance for counseling services, and consultants fees paid to help develop new programs and workshops. Form 990, Part XII, Line 2c The Reach For Youth Board of Directors has charged its Finance Committee with the responsibility to oversee the Independent Accountant's audit of the organization's financial statements. The Finance Committee, which is chaired by the Treasurer, will review the annual audit results. There have been no changes to the process since the prior year.
