Funds shall only be sent to organizations recognized as non-profit equivalents by the French government unless they are sent as payment for goods or services that further Impact France's mission. 2. Funds shall only be sent to Impact France partners who have completed a partnership application, been approved by the Impact France board of directors, and have completed an annual certification that their work is aligned with Impact France's exempt purposes. Furthermore, to be an approved partner, Impact France requires French organizations to submit a partnership application which requires the following items: 1. A copy of the French government's approval of the association as a nonprofit organization. 2. A signed copy of Impact France's statement of faith to affirm theological alignment with Impact France. 3. Biographical information on the leader of the ministry to understand the quality and depth of leadership. 4. A list of board members to ensure adequate oversight and governance. 5. A list of other French associations to which the organization belongs (e.g., French Protestant Federation, the National Council of French Evangelicals, other recognized denominations) to demonstrate national accountability. 6. The vision, mission, and history of the applicant organization and how it furthers Impact France's exempt purpose of sharing the Gospel in France. 7. A description of the applicant organization's activities that support its vision and mission. 8. An annual organizational budget to ensure that Impact France does not provide the majority of the organization's finances. 9. Examples of the ministry's communications (newsletters, annual reports, etc.) After a thorough review of the applicant organization's statements of faith, contact and address information for places of worship (or ministry work), documents issued by the applicant organization showing an active Christian ministry, official French government certification as a religious or cultural organization under either the law 1901, 1905, or 1907, and its mission to spread the Gospel of Jesus Christ in France, the Board of Directors vote on acceptance as a partner of Impact France. Once Impact France's board of directors has approved the applicant organization as one of our ministry partners, the partnership remains conditional - only in effect as long as the applicant organization engages in charitable, educational and religious purposes which includes: - sharing the Gospel of Jesus Christ - providing financial support to Christian churches and ministries - providing Christian ministries with stewardship resources - encouraging the growth of Christian ministries through networking, education and prayer. - sharing and encouraging the Christian religion among France's citizens and churches. Each year, the ministry leader must sign a letter re-certifying that: 1. the leader is still an authorized representative of the organization and authorized to sign binding agreements. 2. the organization is still engaged in charitable, educational and religious purposes that includes sharing the Gospel of Jesus Christ, providing financial support to Christian churches and ministries, providing Christian ministries with stewardship resources, encouraging the growth of Christian ministries through networking, education and prayer, and sharing and encouraging the Christian religion among France's citizens and churches. 3. all funds sent to the organization will be used in support of the above activities. 4. the organization will provide regular and accurate reports, at least annually, of its activities in support of the exempt purpose of Impact France. 5. the organization will provide on an as-needed basis and upon request complete accounting of all funds received from Impact France. 6. all contributions to Impact France are under the control of Impact France at all times. 7. if, at any time, funds are found to have been used in support of activities that are outside the exempt purpose of Impact France, the organization will return those funds to Impact France. 8. should the board of directors of Impact France determine that Impact France's exempt purposes are not being furthered by the work of the organization, they reserve the right to revoke the organization's partnership status and dissolve their ministry fund. 9. contributions to Impact France for a dissolved ministry fund will be retained by Impact France to use in furtherance of its charitable purpose. Additionally, we perform annual and sometimes bi-annual site visits in France to confirm correct usage of funds. Some ministry partners also visit our headquarters in the United States to give us in person updates. Part III Accounting Method: Form 990, Part VI, Section A, line 8b There are no committees with authority to act on behalf of the governing body therefore no meetings were documented. Form 990, Part VI, Section B, line 11b Line 11a explanation - Form 990 will be reviewed via e-mail or in person at a board meeting. Form 990, Part VI, Section B, line 12c We rely on each board member to disclose potential conflicts during the course of board meetings and, specifically, each decision voted on by the board. We also have board members sign a conflict of interest statement annually to ensure they are informed of this policy and reiterate their commitment to it.
