LISC-Centers for Working FamiliesMobility is conducting an evaluation to study the effectiveness of the Centers for Working Families (CWF) initiative in Chicago, which seeks to increase financial stability among low-income families by providing employment assistance, financial counseling and assistance accessing public benefits. The study uses a comparison group design to assess the CWF programs impacts on individuals credit scores, employment, income, expenses, asset accumulation and debts. Mobility has recruited the study sample of CWF participants and comparison group members, conducted a baseline survey, collected credit report data at program entry and one year later, collected data on the services the CWF participants received, and interviewed program staff in order to learn about the CWF program at each of the five organizations participating in the study. We are also conducting a two-year follow-up survey and gathering credit reports two years after study enrollment to assess differences between the CWF and comparison group members outcomes over time. The study will produce two reports. The first will describe the CWF programs and participants and assess the organizations ability to engage participants in the intended services and achieve interim outcomes around participants credit ratings and credit usage. The report will draw initial lessons for the field about the factors that influence successful program implementation. The second report will focus on the CWF programs impacts on individuals employment, credit rating, net income, and net worth, and draw lessons for the field about effective practices. The reports will be distributed to funders, program practitioners, government agencies and members of the public who are interested in integrated service strategies in order to increase knowledge about strategies for improving the economic well-being of low-income families.

Rockefeller Foundation-TANF Emergency Fund Subsidized Employment StudyIn 2009, as part of the American Recovery and Reinvestment Act, Congress included $5 billion for the TANF Emergency Contingency Fund (ECF) to help states cover the costs of providing assistance to poor families, including creating new or expanding existing subsidized employment programs. With support from the Rockefeller Foundation, Mobility conducted a study to learn about the experiences of workers and employers who participated in the subsidized employment programs in five locations around the country in order to draw lessons for the field. While the structure of the programs varied, in general they sought to reduce the cost and risk to employers of hiring during a slack economy, enabling them to expand while creating job opportunities for unemployed individuals so that they could earn income while building their skills and experience. Mobility collected data about participants program experiences and post-program employment and earnings outcomes, conducted a survey with more than 600 employers that took part in the programs, and interviewed staff in each location to learn about the program models. In 2013 Mobility published a report on the study that was distributed to a wide audience of federal, state and local policymakers, practitioners, and others interested in using subsidized employment strategies to help unemployed workers and employers. We found that subsidized employment programs can have a significant positive impact on low-income job seekers employment and earnings. In Florida, where we had information about the outcomes of a strong comparison group of individuals who were eligible for but did not take part in subsidized employment, program participants experienced significantly greater increases in unsubsidized employment and earnings than members of a comparison group did. Participants in three of the other four study sites had similar increases in unsubsidized employment and earnings as those experienced by participants in Florida. The programs benefited participants with significant barriers to employment. The long-term unemployed, those who had been out of work for more than six months, experienced particularly large employment and earnings gains. We also found that most employers who participated in the program created jobs that would not have existed otherwise and saw other benefits to their bottom line.

Charles Stewart Mott Foundation-Project QUEST EvaluationSince 1993, Project QUEST, a nonprofit organization in San Antonio, Texas, has helped local residents access skills training to achieve its goals of promoting long-term employment and higher incomes among residents while meeting local businesses needs for skilled workers and enhancing the area's economic vitality. QUESTs strategy is to identify the skills required to succeed in targeted, hard-to-fill occupations and then recruit, train and develop adults so that they are qualified and ready to fill employers' needs. In 2006, Project QUEST embarked on an effort with the Alamo Community College District to make careers in health care accessible to a larger pool of San Antonio residents. Mobility is conducting an evaluation of this effort. The study of Project QUEST uses a randomized controlled trial design to assess the programs impacts on participants educational attainment, employment, earnings, and financial well-being. The study focuses on participants entering health care career tracks, including Registered Nurses, Radiology Technicians, Licensed Vocational Nurses, Surgical Technicians and Medical Coders. Both individuals who were academically ready to begin college classes when they came to QUEST and those who first needed to complete remedial work were included in the study. From 2006 to 2008, 410 individuals enrolled in the study. Mobility is currently conducting a follow-up survey six years after study enrollment to gather information about the outcomes of interest. We will also conduct in-depth interviews with a sample of QUEST participants as well as interviews with program staff and employers who have hired participants. We will produce two reports from the study. One will describe the QUEST participants, including their social and economic situation prior to coming to QUEST, their experiences while participating in QUEST, and how their lives changed after participating in the program. The second report will focus on Project QUESTs impacts on participants. This report will describe the key features of the program and the lessons learned during the experience about operating a program that seeks to help people access education and well-paying careers while meeting employers needs for skilled workers. We will disseminate the report widely to inform the work of policymakers, practitioners and others interested in how nonprofit organizations and community colleges can partner to serve the needs of job seekers and employers.
